He was raised in Kiowa, Kansas, and graduated from Southwestern College at Winfield and then Washburn Law School. He has been active in many professional organizations, serving as a President for the Southwest Kansas Bar Association, as a member of the Supreme Court Client Protection Fund Commission, and is a Fellow of The Kansas Bar Foundation. Ward has enjoyed service as a Director for the Garden City Area Chamber of Commerce, a City Commissioner and Mayor for the City of Garden City, and as a State Representative in the Kansas Legislature. In 2006 Governor Sebelius appointed Ward as Chairman of the Kansas Advisory Group on Juvenile Justice and Delinquency. He now also serves as a member of the Kansas Education Alliance's Executive Committee, and The Kansas Coalition for Lifesaving Cures' Advisory Group.

Awards include the Chamber's Award of Merit for 1992, the Outstanding Public Official of the Year Award for 2003 from the Kansas Association of Addiction Professionals, the 2006 Intergovernmental Leadership Award from the Kansas League of Municipalities, and presentation of the Key to the City of Garden City. The award he takes most pride in is Susie's Crystal Apple, awarded to her as an outstanding teacher.

Ward enjoys time for reading, time with Susie and his girls, and those busy grandchildren.
